Borgmästaravtalet är den konventionella europeiska rörelsen som engagerar lokala och regionala myndigheter, som på frivillig väg åtar sig att öka energieffektiviteten och användningen av förnybara energikällor på sina territorier. Avtalsparternas syfte genom detta åtagande är att uppfylla och överskrida Europeiska unionens mål att senast år 2020 minska CO2-utsläppen med 20 %.
